Hello,

  I am in the process of designing a newsletter in Adobe Photoshop CS3 Extended and Adobe InDesign CS3. For my header and footer graphic, I would like a wavy line, here is an example: http://www.poweredtemplates.com/word-templates/construction/02808/0/index.html and also like this: http://www.poweredtemplates.com/brochure-templates/construction/letterhead/02808/0/index.html

How do I do that?

I think they do it by drawing the curvy shapes with the pen tool and then filling then in with some gradients plus play with opacity values and effects etc.

Use pen tool to draw these wavy shapes and then choose gradient color for them
